高校图书馆外文期刊招标存在的问题及对策分析

Problems and Countermeasures in Foreign Language Periodicals Bidding of University Libraries

外文期刊价格昂贵并持续上涨的严峻形势,使许多高校图书馆在外刊采购上纷纷引入招标机制,以此来规范外刊的采购行为。面对外刊招标中存在的供应商选择的局限性、报价的风险性、招标过程的复杂性及购权刊报价过高等问题,应采取放宽对投标者的资质要求、扩大招标的范围、加强对单一来源期刊采购的调研及严格合同的鉴定等途径加以解决。

On the condition that the price of foreign language periodicals is increasing continuously, many university libraries introduce the system of bidding for the acquisition gradually, in order to standardize the acquisition of foreign language periodicals. Confronted by the problem of the limitation of suppliers, the risk of the quotation, the complication of bidding process and the excessive high price of copyrights on periodical acquisition in the bidding of foreign language periodicals, we should broaden the requirement for the bidders＇ qualification, widen the range of bidding, strengthen the investigation of single source periodicals acquisition and sign contracts strictly.
