Anti-corruption and Foreign Direct Investment:The Chinese Evidence

本文利用1988至2004年间中国各省详细的反腐败信息和省级FDI的面板数据,系统考察了这二十年来反腐败努力在多大程度上吸引FDI来中国投资。文章从经验上证实,度量反腐败的贪污贿赂立案数和反腐败人员配备的提高对FDI有相当正面的推动作用,中国改革以来的迅速发展与反腐败关系密切。同时,我们也证实了腐败不是FDI的润滑剂而是会腐蚀FDI的沙子,要靠不懈的反腐败努力控制腐败从而吸引FDI。我们的研究还发现,近十年来的反腐败努力在执行效率上比之前提高了,但人员配备的提升并没有像1997年前那样促进FDI。

In this paper, we use anti-corruption and FDI provincial panel data from 1988 to 2004 to explore over the past 20 years how anti-corruption efforts attracts global FDI to invest in China. Our paper gives the evidence that the anti-corruption which measured by corruption ＆ bribery cases and anti-corruption staffing significantly improves the FDI, and this conclusion is robust. On the other side, FDI is not corruption＇s lubricant but the sands corrode FDI, we must make unremitting efforts to control corruption to attract FDI. Our study also finds that anti-corruption efforts in the last ten years is more efficient in attracting FDI than before, but the increase in staffing is less efficient than before.
