On April 13, 2009, the Information Office of the State Council （IOSC） published the National Human Rights Action Plan of China （2009-2010）, which caused a widespread repercussion in China and the world over and won favorable comments. It was generally acknowledged that the publication and implementation of the Action Plan would help the entire Chinese society enhance its awareness of human rights protection and usher in an all- round development of China＇s human rights cause.
