The Formation of Poverty-Reduction Politics and Its Social and Political Consequences——A Case Study of an Ethnic Village

借助国家政策的权力运作和村干部权威角色的变化两个理论视角,探讨改革开放以来少数民族地区扶贫经营政治的形成及其社会政治后果。认为扶贫经营政治在某种程度上使一些地方的干部统制出现了新的蜕变,这一蜕变使得基层政府出现权威和认受性(legitimacy)危机,村民的生计发展也陷入困境。

By relying on the exercise of power of state policies and the transformation of the village cadres＇ authoritative roles,this paper discusses about the formation of poverty-reduction politics ever since China＇s reform and opening-up as well as its social and political consequences.The author holds that poverty-reduction politics has,to some extent,led to the new changes in the government by the cadres in some places.These changes in turn lead to a crisis in authoritativeness and legitimacy as well as a predicament in improving the villagers＇ life.
