基于正式制度的高校图书馆中文图书招标研究

Discussion on the Formal System for Chinese Book Bidding in the Academic Libraries

正式制度为招标提供法律、规范依据,但在实际具体招标过程中,还存在着许多误解、具体操作等问题,这与人员素质、制度设计的复杂性、体制不合理、机制、制度不完善、只注意某些方面的价值取向有关。认为制度创新应完善制度设计、充分认识招标的复杂性、规范招标机构设置以及做到制度、道德、监督相统一。图书馆不能把眼光仅限于招标上,更应注意对招标过程中各个利益相关者利益的均衡设计。

Formal system has provided foundation stone of law and operation procedure for Chinese Book bidding. However, there are still some problems, such as misleading, embody operation. These problems are brought about by librarian diathesis, complexities of system design, unregarded biased of some values. System innovation should take measures to perfect system design, understand the complexity of bidding, and take different bidding for different types of standardization for bidding framework, unifying for the system, criterion, morality and surveillance. The library should pay more attention to equilibrium design the related interests during the bid- ding, but just for the bidding.
