论WTO构建能源贸易规则及其对我国能源安全的影响

On the Construction of WTO Energy Trade Rules and its Implication on China’s Energy Security

能源安全观几经变迁。受其影响,能源国际机制亦不断演进。中国所主张的新能源安全观适应全球化时代的能源格局,可以说是解决百忧纠结的新世纪能源安全问题的一剂良方,由于目前与之对应的全球性能源国际机制缺位,WTO逐渐受到关注,被认为能在能源安全保障中发挥新作用。能源贸易的特殊性、多边贸易体制设计理念等历史与现实原因,使现行WTO规则难以很好地调整WTO成员之间的能源贸易关系。当前,在WTO体制内开展能源贸易谈判的动力已日益增大,多哈回合比较深入地开展了能源服务贸易等谈判。这一进程不仅关乎国际能源秩序的构建,而且也对中国能源安全有重大影响。中国应把握这一机会,争取使之成为实现中国能源安全保障的一个重要途径。

Intemational energy mechanism has been evolving all the time alongside the changing of the concept of energy security. The new concept of energy security advocated by China is supposed to be a good solution to the tangling energy securities issues. With the absence of global energy mechanism, WTO is increasingly expected to play a new role in seeking international energy security. Because of the special feature of energy trade, as well as the original designing of multinational trading system, the existing WTO rules are not sufficient to deal with energy trade relationships among its members. However, The momentums for trade negotiations on energy sector are gathering, which drive the reshaping of WTO energy rules on the way. This coming agenda is about the reshaping of the world energy order, hence has great implications on China. China should take the chance to enhance China＇s energy security.
