在界定和分析Web Archive内涵的基础上,提出档案部门应是实现网络信息存档行为的主要责任者之一。结合档案部门的业务特点,从分层定位、信息甄别、责任归属和依法归档等方面提出档案部门开展网络信息存档行为的原则,并从管理创新、全面保障和重视特色等角度分析相关实施策略。

Based on the definition and analysis of Web Archive, this paper puts forward that the archival departments should be one of the main responsible person who does network information archiving. The paper combines the business characteristics of archival departments and puts forward the principle of network information archiving, from hierarchy, information screening, liability, filing by law and so on. Besides, it analyzes the strategy from different angles, such as management innovation, comprehensive ensurence, attention to the characteristics and so on .
