关于经济复苏背景下我国财政政策的思考

On China's Fiscal Policies under Circumstances of Economic Recovery

以应对2007年开始的席卷全球的金融海啸为目的,我国于2008年11月9日宣布将在2009、2010两年推出总额高达4万亿元人民币的一揽子经济刺激计划,其主要内容是以大规模政府投资为核心的积极的财政政策和与此配套的适度宽松的货币政策。在这些政策的影响下,从2009年第3季度开始,我国宏观经济出现了明显的复苏迹象。本文根据2009年前三季度的主要宏观经济数据,对我国当前经济形势进行了分析,分析表明,积极财政政策的目标已基本达到,当前财政政策执行的经济环境已发生根本改变。为此,我们对财政政策的几个相关问题进行了进一步的讨论,在此基础上,提出了在经济复苏预期下财政政策调整问题的相关政策思考。

On November 9 of 2008,China announced her 4 trillion yuan stimulus to boost economy in 2009 and 2010 in order to tackle the world wide financial crisis started in 2007.The main content of this stimulus project was implementation of active fiscal policies accompanied by relatively loose monetary polities through large-scale government investment.Under the influence of these policies China＇s macro-economy has showed obvious signs of recovery since the third quarter of 2009.Based on the macro-economic data of the first three quarters the author analyzed the current economic situation.The result shows that generally speaking the goal of the active fiscal policies has been reached,and profound changes have taken place in the economic environment in which these fiscal policies were implemented.In light of this situation,problems of the fiscal policies are further discussed,on the basis of which considerations into relevant issues concerning fiscal policies during the period of economic recovery are presented.
