Thoroughly Implementing the Central Decision-making Arrangements Making Efforts to Achieve the Grand Goal of Forestry Development

回顾了2009年的林业改革与发展进程,分析了当前林业面临的新形势,提出了2010年林业改革发展的重点任务。2009年中国林业提前实现了2010年森林覆盖率达到20%的目标,集体林权制度改革全面推开,林业政策调整取得重大突破,强林惠林政策体系开始建立;全年完成造林588万hm^2,义务植树24.8亿株,林业产业总产值达到1.58万亿元,同比增长9.8%。面对党中央、国务院赋予新时期林业的＂四个地位＂和＂四大使命＂,2010年要积极稳妥地推进改革,全面强化生态建设,大力发展林业产业和基础建设,加快发展生态文化,继续推进科教兴林,加强国际交流合作,强化行政能力建设,提高林业管理水平,为发展现代林业、建设生态文明、推动科学发展作出新贡献。

The paper reviewed forestry reform and development process in2009, analyzed the current new forest situation, and proposed the key tasks of forestry reform and development in 2010. China forest coverage rate achieved to 20% in 2009, which ahead of schedule should be the target in 2010, the collective forest tenure reform comprehensively implemented, forestry policy adjustments achieved a major breakthrough, the policy system which make forestry strong and beneficial started to be built; Last year 5.88 million hectares forest area were planted, 2.48 billion trees were planted voluntarily, forestry industrial output reached 1.58 trillion Yuan, an increase of 9.8%. In the face of forestry ＂four status＂ and the ＂four mission＂ in the new era endowed by the CPC Central Committee and the State Council, in 2010 we should actively and steadily push forward reform, comprehensively strengthen ecological construction, vigorously develop the forestry industry and infrastructure, accelerate the ecological culture development, continue to advance science and education to prosper forestry, strengthen international exchanges and cooperation, strengthen the administrative capacity-building, improve forestry management level, make new contributions to developing modern forestry, constructing ecological civilization and promoting the scientific development.
