四川省农民对集体林权制度改革的评价研究

Evaluation Studies on Reform of Collective Forest Right System in Sichuan Province by The Farmers

四川省正在进行的集体林权制度改革,改革关系到众多农户的切身利益,农民对林改的看法与评价备受关注。通过对四川省5市的调研发现,尽管大多数农民对林改持积极乐观态度,但是部分农民对林改的内容不够了解,影响到整体评价结果。改革中存在的一些问题,如政策尚需理顺,林权抵押贷款较难获得等,需要在以后的工作中逐步改进。提出了对下一步工作的启示和三个在林改中可能出现的,需要进一步讨论的问题。

The reform of collective forest right system, related to the vital interests of many farmers, is ongoing in Sichuan Province. Views and Evaluation of farmers on the reform of collective forest right system are concerned. Having studied on such reform of five cities in Sichnan Province, this paper argues that all though most farmers, who believes that the reform would be useful to increase their income and help strengthen forest management and conservation, some farmers do not sufficiently understand the change on the content of the forest reform, which may affect the overall results of evaluation. And that the forest reform policy is needed to be rationalized, the problems, as the forest right mortgage loans is difficult to acquire, has to be improved. The article advanced inspiration for the following work and three questions which are likely appeared and needed to be discussed in the process of forest reforms.
