集体林权制度改革工作存在问题与探讨——以浙江省庆元县为例

The Problems and Discussions of Collective Forest Tenure Reform——Qingyuan County of Zhejiang Province

阐述了浙江省林权改革试点县庆元县林改历程,指出目前对森林资源流转的法律限制,制约了工商资本等社会资金对林业的投资;对森林资源资产抵押的法律限制,制约了农民获取金融资本的支持;林地所有权与使用权矛盾突出。对此提出了若干建议。

The paper expounded the forest tenure reform process of Qingyuan county which was the pilot county of forest tenure reform in Zhejiang, pointed out that the current legal restrictions on forest resources transfer has con- strained investment in forestry from the industrial and commercial capital, and other social funds; the legal restrictions on forest resources asset-backed has constrained farmers access to financial capital support; the contradiction between forest ownership and usufruct was obvious. Withal the paper put forward some suggestions.
