Hierarchy Theory and Reform of China Forest Property Rights

从科层基本理论出发,以科层制权力为核心,用一个明晰的林地产权科层模型对中国现行林地产权、林权改革进行分析。指出中国林权成科层分布,林权效率低下,中国林权改革必须对林权科层结构进行改革和优化。最后指出需要进一步研究的问题,为林权改革提供了一个全新的理论视角。

On the base of bureaucracy theory, using the bureaucracy power, the study analyzed the Chinese existing forest property reform with a distinct bureaucracy model of forest property. The study point out the bureaucratic distribution and the lower efficiency of china＇s forest property rights. China should reform and optimize it＇s bureaucratic structure of forest property. At last, it pointed out some questions that needed further research and offered a new perspective to review the reform of China＇sforest property rights.
