我国走和平发展道路的条件和策略选择

The Conditions for and Strategic Choices of China's Peaceful Development

我国和平发展需要两项重要条件,一是需要当前国际政治舞台上的惟一超级大国美国不会主动挑起严重争端,打破我国和平发展的道路;二是需要我国拥有强大的协作实力,有效威慑诸多潜在军事敌对行动。我国走和平发展道路,首先应当重视大国联盟政治,并利用霸权转移的不确定性制止超级大国对我国的遏制;其次应当坚定维护联合国集体安全体系,充分利用联合国安理会常任理事国地位保障我国和平发展;第三应当在双边关系中采取"人不犯我,我不犯人,人若犯我,我必犯人"的策略,维护我国和平发展的可持续性。

There are two important conditions for China's peaceful development. One is that the United States will not initiate severe conflicts to interrupt China's peaceful development. The other is that China needs strong coordination power to effectively deter potential military hostilities. To develop peacefully,China should behave in certain ways including but not limited to the following:first,emphasizing coalitional politics among major powers and warding off the superpower's containment by employing uncertainty of power transition; second,firmly defending the current collective security system of the United Nations and thoroughly utilizing China's legitimate power as a permanent member of the United Nations Security Council; third,applying the tit-for-tat strategy in bilateral relations for the sustainability of peaceful development.
