摘要
贵州省委、省政府提出用十年左右的时间实现"县县通"高速公路,构建高速公路体系。随着这一交通发展战略进入实施阶段,对高速公路的运营管理也提出了更高的要求。按照现有的高速公路管理模式,已经不适应贵州省委、省政府提出的"省、地、县共建高速公路"这一新的多业主政策。故根据对高速公路经营管理单位尤其是各省高速公路公司的调查了解,对高速公路收费、养护、经营等方面的内容进行一些分析与探讨,可为今后的经营管理活动提供有益的帮助。
Guizhou Provincial Party Committee and Provincial Government indicate to realize the "county-to-county" expressway in ten years, and build an expressway system. As the traffic strategy comes into operational stage, the demand on the operational management of expressway is higher. The current management mode of expressway has not adapted to the new multi-owner policy of building expressway by the cooperation of province, city and county proposed by Guizhou Provincial Party Committee and Provincial Government. The analysis on expressway operation and management parties, especially the provincial expressway enterprises, as well as the research on such aspects as expressway's charge, maintenance and operation helps to the operation and management of expressway in future.
