中国加入WTO只是时间问题，中国加入WTO意味着中国加入世界经济一体化的大循环中，面临着严峻的挑战和前所未有的机遇，上海标准化工作必须加快标准化改革的步伐，使其与市场经济运行机制相互协调，以适应上海建成经济、贸易、金融中心，建设成国际大都市，与上海的经济持续、快速、健康发展和社会全面进步相适应。上海标准化工作的构想是：建立以标准化行政主管部门为主导，以企业为主体，以标准化中介机构为技术支撑的三位一体的标准化工作体系，健全标准化工作法规和标准化制度、组建上海TBT咨询机构、完善地方标准体系，加快采用国际标准步伐，实现标准化国际接轨。

It is only a q[1estion of lil11e to China to join the WTO. Joining WTo means China's economy is integrated into the world economy. It also means severe challenger and unprecedented opportunities. Shanghai standardization must speed up her work. to follow closely the development of market economysystem and to adapt her to the internationaI standards. so as to meet the demand of making Shanghai the national economy, trade and financial center, making Shanghai a world-class city, and to assist continuous, quick and healthy development of Shanghai's econonmy and all-round social progressing- The overall concept of standardization in Shanghai is to set up a standardization system to carry out the work.This is a three-in-one working system with management agencies as the inam guide. with the industries as the main stay and with the associations, societies standardization technical commissions and technical information research institutions as the technical support.
