国际标准国外先进标准与船舶出口的关系探讨

On Relationship between International Standards Foreign Advanced Standards and Ship Export

就广义而言，船舶国际标准不仅包括ISO／TC8、ISO／TCT88及IEC／TC18的标准，还包括了IMO、ILO、ITU、IACS等国际组织的公约、规则、决议等，国外先进标准也包括主要船级社的规范等。1979年我国首次承接出口船，首先遇到的是搜集、编译、出版国外船级社规范以及名目繁多的公约、法令与规则，这是出口船舶设计与建造中必须满足的要求，为此成立《出口船设计参考资料》编译出版委员会负责此工作，并组织翻译、出版了国外著名船级社的规范。我国在船舶国家标准的制订上，已逐步推行“等同采用”国际标准的方针，但我们滞后于国际标准的制、修订步伐，为此应努力做到“同步等同采用”国际标准。《出口船设计参考资料》、国外船级社规范译本及国际标准等诸项工作为我国出口船和远洋船的设计与建造，以及为我国船舶工业实现由单纯面向国内市场到面向国内、国际两个市场的转变作出了重要贡献。

In the broad sense,Conventions, Codes, Regulations and Rules, etc. are considered as marine international standards and foreign advaneed standards. This paper analysed the close relationship beween ship export and international standard, especially emphasise on important role of collecting, studying, translating, publishing and presenting international conventions, codes, regulations, rules.etc.
