Abstract This article argues that, the administering examination and approval system is a dispersing and temporary property rights defining mechanism under the incomplete property rights system, is the important way for departments seeking rent, and is a double edge swoud for carrying out the governments' functions. Based on analyzing the above problems existing in our administering examination and approval system, the author thinks that we should adopt the following measures to reform it. Firstly, narrow the range of administering examination and approval system. Secondly, perfect the restraining regulations and carry them out seriously.
