摘要
社区卫生综合配套改革是滨海新区开发开放的重要组成部分。滨海新区塘沽社区卫生综合配套改革,明确了政府、社区卫生机构、居民等主体在公共资金运营中的关系和作用,建立了一套新型公共资金运营模式。这一模式,有助于提高社区卫生机构公共资金运营效率,也可为加快国家卫生事业改革提供依据。
The comprehensive supporting reform of the health care sector in community is one of the important parts of Binhai New Area＇s reform and opening up. Using the theory of system analysis, this paper studies the health care comprehensive supporting reform in Tanggu District, Binhai New Area, states the roles and functions of local government, community health care center and com- munity residents, and we compose a public fund operation model system. This system is helpful for the establishment of efficient public capital operation mode of the community health care centers, and provide theoretical framework for the future reform of the public health sector in the country.
