摘要
"工作—家庭"以及"家庭—工作"两类冲突成为影响企业和谐劳动关系的重要因素,工作—家庭平衡问题成为企业人力资源管理的新理论,而我国在此方面的研究起步晚,研究成果少,有必要借鉴西方发达国家以及其他亚洲国家的有益经验,以推动我国对此问题的研究和实践。通过对美国、加拿大、新加坡在学术研究、政府政策、企业实践三方面进行国际比较,得出:要重塑社会价值观,形成政府、企业、员工"工作—家庭平衡"共享新理念;政府要设计良好的家庭照顾福利、弹性工作制、幸福家庭政策等工作—家庭平衡制度;企业应培养良好的工作—家庭平衡的组织文化;员工应树立工作—家庭平衡新观念。
The conflict of "work-family" or "family-work" has become an important element that influences greatly the harmonious labor relation in business.The work-family balance has become a new theory of the management of human resources in business.A comparative study has been made in this paper concerning the academic study,government policies and business practice in the United States,Canada and Singapore.The result is that it is necessary to re-establish social value and the new idea of "work-family balance" among the government,business and workers.The government is responsible to set up a work-family balance system so as to design good welfare of taking good care of families,to work out flexible working system,and to create a happy family policy;the business is responsible to create a business culture of work-family balance;and workers should establish a new concept of work-family balance.
