高校贫困生资助政策实施中的若干问题研究

Problems in the Implementation of Financial Aid Policy for Economy Inferior Students in Colleges and Universities

目前我国高等学校已经建立起"奖、贷、助、补、免"及绿色通道等多种形式有机结合的经济困难学生资助政策体系,缓解了一些贫困生的经济压力,增强了他们对学习生活的信心与勇气。然而在实施中也出现了一些不和谐现象,如平均主义、假冒贫困、新贫富差距、等靠要思想等。针对这些问题,建议采取细化量化考评指标体系;建立健全监督举报机制;加大奖励品学兼优贫困生;强化诚信道德教育;扩大有偿资助面等措施。

Nowadays,colleges and universities in china have established a system of financial aid policies for poor students,such as scholarship,loan,work-study program,allowance,exemption and green channel. These countermeasures alleviated some poor students＇ poverty,and enhance their confidence in study and everyday live. However,there have been some disharmonies in the process of implementation,such as egalitarianism,counterfeit poverty,the new gap between rich and poor,dependence of financial aid and so on. Therefore,we should make more detailed and quantitative evaluation index system,establish and improve mechanisms for supervision,increase scholarship for merit students,strengthen the integrity and moral education and extend compensated aid.
