Coordination analysis and evaluation on environmental impact assessment in plan:A case of Ordos city

规划协调性分析与评价是规划环境影响评价的基础性工作,文中提出规划协调性分析应包括外部和内部协调性分析两个方面,并建立了规划协调性的冲突矩阵分析方法,进而基于协调发展度完善规划协调性定量评价方法,并应用于国家规划环评试点项目鄂尔多斯市主导产业与重点区域发展规划环境影响评价,为从环境方面优化调整规划方案提供了科学依据。

Coordination analysis and evaluation（AAE） are the basic tasks in environmental impact assessment in plan（PEIA）.In this paper we bring forward the exterior and interior coordination analysis,establish a conflict analysis matrix method and improve the method of AE basing on the coordinated development degree.Finally,the methods are applied to the AAE in PEIA of Ordos City to provide scientific evidence for optimizing the plan considering the environment.
