Individualization Campaign and Political Stability

政治参与与政治稳定的关系是一个值得深入研究的论题。社会的单子化运动是指个人从集体中游离出去的一种社会分裂主义的运动,在较为成熟的民主制度中,这种低程度的政治参与可能会造成政治冷漠,从而导致政府的无限权威。因此,许多民主理论家主张公民积极参与国家事务以防止专政。但在特定的环境下,这种社会单子化由于不强化分化的社会利益,因而不给制度化带来压力,将有利于政治稳定。单子化造成的冷漠的政治参与有利于政治集团掌握改革的主动权,从而使得改革顺利地进行。

The relationship between political participation and political stability is a problem wormy of mdepth discussion. The individualization campaign refers to a social separatism campaign that the individuals dissociate from the social collective. In a highly mature democratic system, such a political participation at low level will lead up to political apathy, thus resulting in the unlimited authority of governments. So, many democracy theorists advocate that citizens should be encouraged to participate in national affairs so as to prevent dictatorship. However, in certain circumstances, because the individualization campaign don＇ t lay stress on the social interests offered by differentiation, it will bring no pressure to the institutionalization and benefit the political stability. On the other hand, the apathetic political participation caused by individualization will benefit the political groups to control the initiative of reform and enable the reform to be performed.
