Systematic Analysis of the Main Tasks Before Military Shipping

水路军事运输具有运量大、航线不易被破坏的优点,是临海(江)部队机动的重要手段,但组织协调工作复杂。系统分析了影响部队水路输送的主要因素,例如输送背景与要求、被运兵力规模与装备情况、船舶运力、港航条件、通行能力、码头装卸能力、水文气象条件等及它们之间相互影响的关系,对部队实施船运前的最主要准备工作进行了具体分析,列举了部队需要完成的几项主要任务,并且提出了几项有效措施。

Being large in transportation quantity and its navigation route not being apt to he destroyed, military waterway transportation is the important means of the transportation of military troops close by sea （rivers）, but its organization and coordination work is complex. From the angles of the transportation background and transportation requirements, sizes of the troops to be transported and equipment conditions, shipping capability, shipping conditions, transit capability, handling capability of the dock, hydrology and weather conditions and so on, the main factors that affects military shipping are analyzed in the paper, with their correlation explored, and the main tasks of the troops qualitatively analyzed before actualizing shipping, such as the calculation of the road transit capability, the analysis of the requirement for transport capability, the correct choice of military ships, the optimization of shipping stowage, the exact control of shipping handling time and so on. Some corresponding measures are also put forward in the paper, which may serve as theoretical and data support for troops in constituting transportation plans and support schemes.
