摘要
阐述了环境保护基础设施对国民经济和社会发展的作用，分析了环境保护基础设施建设长期滞后发展的原因，提出了促进环境保护基础设施建设的政策措施，如明确政府投资职责、完善投融资体制、改革经营管理体制等。
The importance of environmental infrastructure to state economic and social development were discussed. The facts which hindered the development of environmental infrastructure were analysed. It put forward the policy and strategy to strengthen environmental infrastructure,such as to define government's investment responsibility, to perfect investment system, to reform management system.
