高等教育强国的指标包括高等教育的规模、质量、投入和效能。到2020年,高等教育毛入学率达到或超过40%,主要劳动人口接受高等教育的比例达到20%;有3-5所大学跻身于世界一流大学行列,东部与中西部的高等教育协调发展、各类高等学校协调发展,建成较为发达的高等教育体系;高等教育的投入大力增加,财政性高等教育经费投入占GDP的比重能够达到1.1%-1.2%;人才培养质量、科学研究水平和社会服务能力显著提升,高等教育对于经济社会发展的贡献和在世界的影响力显著增强。届时我国将初步建成高等教育强国。
