On the Ecological Technology and Principles and Ways of Its Construction

提出了生态型技术概念,概述了生态型技术的含义及其辩证发展过程,提出了构建生态型技术应当遵循的四个原则:低消耗高效益原则,零排放无污染原则,以人为本原则,技术的可回收性原则。然后,从加强技术创新、建立健全制度、鼓励公众参与、扩大交流合作等几个方面探讨了构建生态型技术的途径。

The paper puts forward the conception of ecological technology, summarizes the connotation and dialectical development course of ecological technology, and puts forth four principles for constructing ecological technology. The four principles are low consumption and good results, no drainage and non-pollution, people oriented and recycling. Then the paper discusses the constructing ways of ecological technology from the perspectives of strengthening technological innovation, establishing and improving policies and institutions, encouraging the public to participate and expanding exchanging and co-operation.
