Study on the Reformation of Organizational Mode of Railway Cargo Transportation

分析了我国铁路货物运输组织模式改革的背景条件,从我国铁路运输资源配置的现状出发,考虑客货分线运输的逐步实现以及我国综合运输体系的逐步完善,设计了我国铁路货物运输组织模式改革的总体方案。该方案明确了铁路货物运输组织模式改革的目标与基本原则,提出了改革的分阶段发展目标和任务。指出在货物运输组织模式由"调度指挥型"逐步向"计划主导型"转变的过程中,允许两种模式并存,可以区别不同区域、线路、列车种类实施不同的货物运输组织模式。

The paper analyzes the background of the reform of organizational model of railway cargo transportation in China. Starting from the status quo of the distribution of transportation resources in China, it takes into consideration the progressive realization of separated transport of passengers and cargoes as well as the continuous improvement of comprehensive transportation system in China and then proceeds to design the general scheme for the reformation of organizational model of railway cargo transportation in China. The scheme identifies the objective and basic princicples of the reform and designates the developmental objectives and tasks for each stage. Moreover, it points out that during the transition of the organizational mode from the dispatching-directed to the plan-guided, it is permissible for the two modes to coexist and that different regions, railway lines and types of trains can be assigned to different cargo transportation modes.
