Correlative Analysis on FDI and Industrial Structure Upgrading in Wuhan

本文通过规范分析和实证分析证明,武汉地区FDI与产业结构升级存在一定关系。FDI促进了武汉地区产业结构升级,也在一定程度上加大了产业结构偏差。因此,利用FDI的正面效应是推动武汉地区产业结构升级的途径之一。利用FDI的政策重点是优化投资环境和引资结构、增强本地企业技术吸收能力、促进集聚产业内合作机制形成和提高政府公共服务能力。同时,要加强产业导向,培养本地企业自主创新能力以增强产业成长和结构调整自主性。

Both normative and positive analyses of this paper show that foreign direct investment （FDI） in Wuhan plays a certain role in the industrial structural upgrading, but it also increases the deviation of industrial structure in some fields. So, this paper strongly recommends a series of policies on improving the soft environment for FDI, promoting the quality and structure of FDI, providing market-incentive mechanisms, and strengthening the local enterprise＇s capacity of technology digestion and absorption.
