摘要
村民小组是一个天然的利益共同体,社会资本存量丰富,在村级利益表达和相关政策执行中发挥着独到的功能,这些功能对于维持稳定、高效的村民自治体系具有不可或缺的作用。为充分发挥村民小组在村民自治中的作用,我们应该从规范村民小组长的产生方式、建立村民小组会议制度、明确村委会与村民小组的关系、完善有关村民小组的法律制度等方面加强村民小组建设。
Village group is a natural interest community with a plentiful of social capital. It implements special functions in interest articulation and policy execution at village-level, those are essential to keep villager autonomy in a stable state. In order to implement these functions adequately, we should standardize the election of village group, construct the institutions of village group conference, make clear and define the relationship between village group and village committee, and improve the laws and regulations about village group.
