城乡规划监督机制的创新研究

随着我国工业化、城市化的迅猛发展,社会主义市场经济体制的不断完善,城乡规划管理工作面临着重大的挑战,规划管理滞后于飞速发展的城乡建设,而规划监督又是规划管理的薄弱环节,时代呼唤规划监督机制的创新。笔者从现有的城乡规划监督机制存在问题入手,分析我国当前的城乡规划监督机制与现代化的城乡规划建设不相适应的地方,通过创新思考,提出创新方向,并对"公众参与"规划监督机制进行创新设计。试图为我国快速城市化时期城乡规划管理工作提供一些可供参考的指导和建议。

As China＇s industrialization and urbanization, the rapid development of the socialist market economic system, the con- stant improvement of urban and rural planning and management work is facing significant challenges, planning and management lags behind the rapid development of urban and rural construction, and program monitoring is the weak link in planning and man- agement the times call for program monitoring mechanism for innovation. Writer from the existing monitoring mechanism in urban and rural planning problems, we should analyze Chinas current urban and rural planning oversight mechanisms and modernization of urban and rural planning and construction meet the needs of the local, through innovative thinking, to put forward innovative direction, and ＂public participation＂ program monitoring mechanism for innovative design. Trying to rapid urbanization in China during the management of urban and rural planning to provide some guidance and advice for reference.
