现代化进程中制度反腐的有效建立:基于东亚地区的考察

On the Establishment of Effective Anti-Corruption System in the Modernization Process Based on the Practice of the East Asian Region

东亚地区经历了20世纪七八十年代的经济腾飞以后,普遍遇到了严重的腐败问题,在这个过程中,不同的国家和地区先后建立起有效的反腐败制度,建构包括反腐败法律制定、独立的反腐败机构、严格的公务员监督等内容,形成了有效的制度反腐败网络,保障了这些国家和地区的经济社会的可持续发展。

The economy in East Asia has witnessed rapid development in the 1970s and the 1980s, but concomitantly, the pervasive problem of corruption poses a serious challenge to this region at large. As a result, countries in this region have set up effective anti-corruption systems in succession, which include the promulgation of anti-corruption laws, the establishment of independent anti-corruption institutions, and the reinforcement of supervision over government functionaries. All of these measures have expedited the formation of anti-corruption networks, which in turn will safeguard the sustainable development of these countries and regions both economically and socially.
