论科技、情报和生产力之相互关系

ON THE RELATIONSHIP BETWEEN SCIENCE AND TECHNOLOGY, INFORMATION AND PRODUCTIVITY

科学是社会的精神财富,不是物质力量,只有当应用到生产中,亦即转化为技术时,才表现为直接生产力。情报工作是在科学研究人员之间,科研人员和技术人员之间,科技人员和生产人员之间进行信息传递。科技人员研究未知,生产知识;生产人员进行生产,创造产品;情报人员研究已知,进行传递。因此,与其说是科技情报转化为生产力,不如说是科学技术转化为生产力。情报工作地位之提高不在于论证其是否能转化生产力,而有待于国家社会经济发展水平与国民收入之提高。

Science, as spiritual wealth but not material force, can be expressed as productivity only when it is applied into production and transformed into technology. Information service desseminates informations between scientific researchers, technicians and producers. Scientech personnel study what is unknown and produce knowledge; producers creat products; while the infor- mation personnel study what is known and desseminate them. It is not so much that scientech information transforms into productivity as that science and technology transforms into productivity. To enhance the status of info- rmation service depends on the improvement of the level of China's social ecomomic development and the increase of the national income other than to prove whether it could be transformed into productivity.
