The situation in Northeast Asia was greatly disturbed by ＂Pueblo Incident＂ in 1968.The policy of USSR on the incident seemed contradictory;on the contrary,it didn＇t go that way.Initially,the US believed that the Soviet Union plotted the ac-cident,so it paid special attention to the attitude of Soviet Union.Only after deep analysis had been carried out did the US adjust its policy in time.The peaceful settlement of the incident depended much more on the co-existing bottom-line of their policies.
