村民自治下发展协商民主的可行性研究

On the Feasibility of Developing Deliberative Democracy under Village Self-government

经过多年的实践,我国农村基层民主自治制度获得了长足发展。但如何进一步深化村民自治制度建设,解决村民自治的"民主困境",依然是当前社会主义新农村建设中的一大课题。发展以平等、自由、理性与共同协商为特征的协商民主能够有效地整合民意,增强公民的政治认同感,协调利益冲突,培养有责任感的公民,激发公民政治参与和自治,从而畅通社情民意的反映渠道,协调多元化利益、保护弱势群体、稳定社会秩序。基于此,我们提出发展协商民主来解决当前我国农村民主政治建设中存在的问题。

After many years of practice,China＇s rural grass-root democratic self-government system has gained rapid development.But how to further deepen the building of village self-government system to deal with the ＂democratic dilemma＂ in villager self-government is still a major issue in the current construction of new socialist countryside.The development of equality,freedom,reason and common characteristics of deliberative democracy in consultation can effectively integrate public opinion,strengthen civil and political identity,coordinate conflicts of interest,develop responsible citizens,stimulate civic and political participation and autonomy,and thus smoothe social conditions and provide a channel to reflect public opinion,coordination of diverse interests,protection of vulnerable groups,stable social order.Based on this,we have proposed the development of deliberative democracy to resolve the current building of political democracy in China＇s rural problems.
