医疗卫生保障作为构建和谐社会的重要基础,中央政府通过逐次推进"新农合"与"新医改"来筑牢这一基础。随着这两项改革的实施,公立医院财务管理面临外部环境的新变化,这些新变化要求公立医院财务管理要有新理念、能力要有新提高、流程要有新变化。公立医院可以通过提高财务人员的适应"新农合"与"新医改"这两项改革的能力,夯实公立医院的财务制度基础,优化公立医院的财务处理流程,完善公立医院的财务监督体系等措施来应对"新农合"与"新医改"。
