国家与社会关系框架下的乡镇政权研究:回顾与前瞻——一项对1990年以来相关文本的检视

The research of township in the frame of "Nation-Society" relations:a summary of the related texts after 1990 times

通过检视1990年以来国内外在国家与社会关系理论框架下对乡镇政权展开研究的相关学术成果,发现已有研究存在的不足包括:其一,这些研究大多围绕某一个角度展开,捕捉到了乡镇政权的某个侧面,但因其略带片面化的特征而难以获得对乡镇运作逻辑的充分把握。其二,既有研究未能将乡镇政权放在乡村社会治理结构中进行理解,从而难以确定乡镇政权的性质及其在乡村社会的地位和角色。展望后税费时代的中国乡镇政权研究,有两个方面的问题值得深入探讨:一是乡镇政权的定位与走向;二是国家与乡村社会关系的变化及其对乡镇政权的挑战。在国家与社会关系框架下展开的乡镇政权研究远未穷尽这一领域的问题,因而依然具有较大的开拓空间。

This article inspects the research texts of township in the frame of ＂nation-society＂ relations after 1990 times. It points out two flaws of the past research. First, these research mostly looked from one angle and caught one appearance of township, but their explanations were too one-side to get a full assurance about the operative logic of township. Second, these research didn＇t explain the township by putting it into the county governance structure, as a result, it＇s difficult for them to determine the nature of the township and the role it plays in the country society. Looking forward to the research of township in the future, we should pay attention to two problems, one is the development and localization of the township, the other is the changes of nation-country society relations and its challenge to the township. The research of township in the frame of ＂nation-society＂ relations hasn＇t solved all the problems in this area, so there is still a wide space to excavate.
