摘要
热改十年已成为政府的心痛,这是因为在技术层面没有符合自然规律的节能理论,不能彻底解决分户计量和节能的问题。本文依据先进、普适的系统科学原理导出"系统节能"理论,赋予供热系统"灵魂"和"智商",达到热改分户计量和节能的目的。因此"系统节能"理论是建筑节能理论技术的标杆和依托。
