Farmers' Cooperation Ability,Social Capital and New Countryside Construction

新农村建设真正意义上的主体应该是农民。由于历史因素和农村体制的改革,使农民的社会资本萎缩,农民的合作能力低下,无法实现新农村建设的主体功能。从加强农民的公共精神教育、培育农村社会组织、规范基层政府行为着手,提升农民合作能力,增加农民社会资本存量,是建设社会主义新农村的必然选择。

The main body of new rural construction in a real sense should be farmers.However,historical factors and reform of rural institutions combined to bring about the shrinking of farmers＇ social capital as well as low ability to cooperate,which have restrained farmers from realizing the function as the main body in new rural construction.Due to the above,beginning from strengthening farmers＇ public spirit education,fostering rural social organizations and standardizing grassroots governments＇ behavior to boost farmers＇ ability to cooperate and increase their social capital stock is the inevitable choice for new socialist countryside construction.
