摘要 新中国诞生以来,我国社会建设和发展思想主导了高等教育发展观变迁。建国初始,新中国立足建立公平社会,高等教育以行政区为域实行均等化发展;改革开放后,社会发展以经济建设为中心,经济效益促使高等教育发展观发生转变,高等教育以省为域采取省域化发展;21世纪初,我国倡导和谐社会建设,和谐社会发展观拓展了公平和效率的认识视野,高等教育发展渐向公平与效率兼顾的均衡方向转变,但高等教育均衡化的内涵,不是公平与效率两者的简单平衡,而是省域之间的高等教育相互协调发展。 Since the founding of new China,the ideological trend in China’s social and economic area dominating the concept of higher education development.The initial founding of new China,dedicates to build a just society,the higher education implement the policy of administrative domain equalization to demonstrating the development of equity;after the economic reform and opening up,economic construction became the central concept of sociaty.The economic development promote the concept of higher education development correspondingly.The higher efficiency manifested in the provincial autonomy in higher education development;in the early 21st century,the advocacy of the concept of a harmonious social broadened the cognition of the relationship between the equity and the efficiency.The development of higher education are directed to the equilibrium of fairness and efficiency,but the equilibrium of higher education is not the simple balance of fairness and efficiency,but rather a provincial co-ordination equilibrium between the development of higher education.
