无纸贸易发展动因及策略研究

An Analysis of Development Motivation and its Strategy on Paperless Trading

现代信息技术,尤其是电子商务及电子政务技术的发展将国际贸易带入了"无纸贸易"时代。文章梳理总结了无纸贸易发展历程,指出不断提高贸易效率的客观要求、信息技术快速发展、政府管理模式的改革与实践以及国际社会的推动是无纸贸易发展的四大动因,基于这些动因进一步提出无纸贸易发展策略,即加快贸易自由化、便利化进程、继续发挥政府的重要推动作用、进一步提高政府、企业的认识水平、选择适当发展模式、加强标准化建设。

Current information technologies, especially technologies of e-commerce and e-government, have taken international trade into the Paperless Trading Time. This paper traces back the development history of paperless trading and outlines its four main development motivations,i, e. , the necessity of trade efficiency improvement,the rapid development of information technology, the reform and practice of government management pattern and the promotion of international organizations. Based on the analysis, this paper presents development strategies for paperless trading, that is, to accelerate trade liberalization and convenience process, to continue to elaborate governments＇ important driving role, to improve government and enterprises＇ awareness, to select a suitable development module, and to strengthen standardization.
