摘要
职业培训是终身教育体系中重要的教育阶段,属于非学历教育的一部分。在职业培训中应该坚持教育公平的原则。反思当前我国职业培训中存在的诸多不公平现象,其症结在于立法定位不明和机制不灵。就立法定位而言,职业培训教育公平坚持结果公平和弱势补偿原则;就立法机制而言,我国应该制定一部专门的《职业培训法》,构建由国家、社会和企业共同承担职业培训费用的保障机制。
Vocational training, as part of informal education, is an important means of education in the system of lifetime education. Vocational training must uphold the principle of equality of education. An reflection on the many unequal phenomena existing in the current China's vocational training reveals the crucial issue being the obscure legal position and inflexible mechanism. As regards its legal positioning, in order to achieve education equality it is imperative to uphold the principles of equality of results and compensations for the weak. As regards its legislative mechanism, it is high time China drew up a special Vocational Training Law and constructed the ensurance mechanism of the state, society and enterprises to shoulder the training costs together.
