志愿服务风险防范的法律保障

On the Legal Guarantee to Prevent the Risk in Voluntary Services

在志愿服务过程中风险无处不在。要加强风险防范,降低和减少风险和责任事故的发生,首先,国家需要加强立法,对志愿服务组织和志愿服务活动进行严格规范;其次,对志愿服务进行管理的政府部门或相关社群组织,如民政部、共青团组织等,需要加强对志愿服务组织以及志愿者、志愿服务活动的执法和监管,促使志愿服务能够依法规范运作。最后,志愿者组织和志愿者本人也需要自觉守法。志愿者组织需要建立、健全风险评估、活动规划等相关机制,志愿者也需要努力提升风险防范意识。

The risk is ubiquitous in the voluntary service process. If we want to strengthen the risk guarding, reduces the risk accident caused by negligence, firstly, our country should formulate law ,and carry on the strict standard to the voluntary service organizations and volunteers in the servicing activities ; secondly, many government departments or the related social group organizations, which have the duty to manage the voluntary services, such as Bureau of Civil Administration and Communist Youth League organize ,and so on, should strengthen the supervising and management of voluntary service organizations as well as volunteers, and urge the voluntary service to be able to operate legally. Finally, the volunteer organization and volunteer also should obey the law initiatively. The volunteer organization needs to establish and perfect mechanisms such as risk assessment and active plan. The volunteer also needs to promote the risk guarding consciousness diligently.
