Comments on the strengthening of local legislation in the social sphere

社会领域立法和社会法是不同语境下的两个概念。要在和谐社会建设这个大战略背景中认识"社会领域立法",在中国特色社会主义法律体系的建设进程中认识社会领域立法,在与"社会法"比较中认识社会领域立法。加强社会领域立法离不开政府积极作为,这是由"社会权"是积极人权决定的。加强社会领域立法需要利益矫正和财政支持,这是由社会领域立法追求"矫正公平"的价值理念决定的。地方立法工作者要加强为民立法的责任意识,尽快完善社会建设立法框架并形成特色。

The legislation in the social sphere and social law is different in the context of two concepts.To build a harmonious society,we should recognize the ＂legislation in the social sphere＂ with Chinese characteristics.Strengthening of the social legislation is inseparable from the active government.The government should give financial support to the legislation in the social sphere.Workers in the local legislation area should strengthen the sense of responsibility and improve the social construction of the legislative framework which special characteristics.During the process of social legislation,it is necessary to explore the procedural arrangements to focus on the solution of just a handful of problem.
