摘要
近年来,我国电子政务有了切实的进展。除个别县区级政府外,政府网站已基本普及,且服务质量较建设初期有较大提高,逐渐成为政府信息公开、政民沟通的重要渠道。但同时,我国电子政务发展中也存在着总体应用水平不高、各地区发展不平衡,政府网站在线服务、特别是公众参与的应用水平低,缺乏统一合理的规划、有效的考核机制和法律保障等问题,它们从整体上制约着我国电子政务的应用绩效和协调持续发展。
In recent years, Chinese e-government has got tangible progress. Except very few county governments, government websites have been basically popularized and gradually become an important channel of government information issue and communication between the government and the public. What's more, their quality of the egovernmental service has been greatly improved compared with the initial period. But at the same time, there are also some problems existing in China's e-government development, such as the overall level of the application is not high, the regional development is imbalanced, the level of the government online services and in particular the application of public participation is quite low, a unified and rational planning, the effective evaluative mechanism and the legal guarantee are lacked and so on. All these problems restrict China's e-government application performance and its harmonious and sustainable development.
