摘要
针对目前电网技术改造项目数量众多、改造目的不一、改造对象和改造内容多样,项目实施效果评价和改造效益分析困难等问题,在后评价理论方法的基础上,结合电网技术改造项目的管理,提出了适用于电网技术改造项目的评价方法和评价指标体系,增强了电网技术改造项目后评价工作的针对性和可操作性;设计了后评价评分模版,并将评价指标、评价标准等固化其中,提高了后评价工作的标准化、规范化程度;针对电网技术改造项目的各种效益类型,提出了相应的效益分析指标,从而为检验技术改造项目实施效果、评估项目投资效益、总结项目经验教训、完善项目全过程管理、提高技术改造精益化管理水平起到了一定的推动作用。
At present, technical renovation projects of power grid in China are very large in number and varied in purposes and contents, and evaluation of the implementation effects and renovation benefits is very difficult. On the basis of the post-evaluation theory and with consideration of the practical management of power grid renovation projects, an evaluation method and an index system suitable for power grid renovation projects are proposed in this paper, which will improve the practicability of the post-evaluation. In addition, a rating format is designed for post-evaluation provided with evaluation indices and criteria, which will advance the standardization of post-evaluation. According to various benefit types of the technical renovation projects of power grid, relevant analytical indices of benefits are proposed, which is significant for checking the implementation effects of technical renovation projects, evaluating the investment returns, improving the whole process management and upgrading the lean management levels.
