摘要
中国食品安全事故频频发生的根本原因在于人治化的监管方式,这种监管方式大多时候视制度于不顾,部门管理者往往仅凭个人的意志行事。搭便车、政府规制俘虏、滥用职权、相互推诿形成了中国食品安全监管的不良路径依赖。要改变这种不良的路径依赖,必须转变食品安全的监管方式,即由人治的监管方式向制度规制转变。
The fundamental reason for China's food safety frequent incidents is the rule by men which disregards institutions and only depends on the will of leaders. Free riders, regulatory capture issue, abusing of power, conforming imputation cause the malignant path dependence of China's food safety regulation. It is necessary to change this vicious path dependence. We must change food safety regulatory system, that is to say, from rule by men to rule by institutions.
