当前我国公民有序政治参与的挑战与应对——基于转型社会风险递增背景的探讨

A Study of Challenges of and Responses to Citizens’Orderly Political Participation in China:Against the background of Increasing Social Risks in Transformation Period

转型期的当代中国,各类风险性问题不断增多,在推进公民有序政治参与的过程中,各级政府只有树立敏锐的风险意识,提高抵抗风险的能力,加强对民众的有序参政意识培育,转变政府治理模式,完善有利于公民政治参与的各项法律制度,大力培育社会组织,为公民政治参与提供广泛有力的社会资源,才能使公民政治参与真正走向有序化。

Various kinds of risks are constantly increasing in ontemporary China in its transformation period, there- fore it is important to strengthen risk awareness in governments at different levels to improve their abilities to deal with potential risks, foster public awareness of orderly political participation and change the mode of governance in promoting citizens＇ orderly political participation. It is also necessary to improve related laws and regulations and vigorously cultivate social organizations to provide extensive and effective social resources for their political partici- pation. In this way, citizens＇ political participation can be really pressed ahead in an orderly way.
