在传统政府治理模式向新型政府治理模式转变的过程中,契约制作为主要的革新工具被广泛应用于政府治理领域。展望我国政府未来改革发展方向,一种以契约为基础的政府治理模式,将为我国实现善治的目标带来新的前景。在对契约的政治学、经济学与管理学渊源研究的基础上,分析契约型政府的治理模式,最后探讨该模式对于我国政府改革的借鉴与启示,具有重要的意义。

In the transition from the traditional mode of government administration to the new governance, con- tract-making as a major innovative tool has been widely used in governance. The prospect of good governance in China will be based on contractual governance mode. Based on political studies of contracts as well as the relations between economics and administration, this paper analyzes the governance mode of contractual government, and fi- nally discusses the implications of such a mode for government administrative reform in China.
