A Research to Organizational System of Efficient Governance

在当前内外环境日益复杂且不确定性不断增加的情势下,传统的官僚组织模式制约着政府治理能力的发挥。政府要实现高效治理,必须创新行政组织体制,促进任务性组织与常规组织合作。任务型组织与常规组织合作具有一定的现实基础,政府要支持任务型组织参与管理公共事务,构建促进任务型组织与常规组织合作的平台,实现公共利益最大化和社会发展目标。

In the circumstances of external and internal environmental complexity and growing uncertainty, the traditional bureaucracy restricts the governance capability. To realize efficient governance, the government must inno- vate organizational system, promote task--oriented organization cooperates with routine organization. The cooperation of routine organization and task--oriented organization has a certain practical basic, the government must support task --oriented organization participating in the management of public affairs, construct platform to promote the coopera- tion of task--oriented organization and routine organization, realize the maximization of public interests and achieve the goals of social development.
