舆论引导是我党宣传思想工作的重要组成部分,确保舆论导向的正确是做好新闻宣传工作的前提,提高舆论引导能力是宣传思想工作的永恒主题。要确保正确的舆论导向,切实提高舆论引导能力,必须以科学发展观为指导,科学构建舆论引导机制。要科学构建舆论引导机制,必须坚持统筹兼顾,建立健全以全面协调为特征的综合引导机制,坚持以人为本,建立健全以舆论调控为核心的全程引导机制,坚持永续规范,建立健全以法律规制为基础的长效引导机制,使舆论引导工作逐步走上科学化、制度化和规范化的轨道。

Public opinion guiding is an essential part of CPP＇s propaganda and ideological work. To ensure the correct direction of public opinion is a prerequisite of journalism and propaganda. To improve the ability of public opinion guiding is an eternal theme of propaganda and ideological work. To ensure the correct direction of public opinion guiding and effectively improve the ability of public opinion guiding, we must depend on the guidance of scientific outlook of development and establish a sound mechanism of pub- lic opinion guiding. In order to formulate a sound mechanism of public opinion guiding, we must make o- verall plans and take all factors into consideration, build a comprehensive guiding mechanism characterized by integration and coordination and insist on the principle of people--oriented. We must establish a com- plete guiding mechanism centered on public opinion control and insist on sustainable principles. We must establish a long--term guiding mechanism based on laws and regulations which will lead public opinion guiding to the scientific, institutionalized and standardized direction gradually.
